So Much for Local Control of Education: Gavin Newsom Takes on the Temecula Valley Unified School District (VIDEO)

And why?

Because the locally elected conservative board members don't want a social studies textbook that references homosexual icon Harvey Milk. 

So much for local control of schools? This is really pushing ahead the front lines of the culture war. 

At at time when average working- and middle-class families can't afford the cost of living, you know 100 percent that Newsom --- and the state's Democrat Party junta in Sacramento --- couldn't care less about the problems facing the state's everyday citizens. 

At the Los Angeles Times, "Temecula school board outrage over LGBTQ+ lessons motivates Newsom to rush new textbook law":

Temecula and most of southwestern Riverside County lean Republican, favoring former President Trump in the 2020 election and creating a rift with California’s Democratic state leaders. In December, the school board voted to ban the teaching of critical race theory.

On Wednesday, Newsom announced that the state is entering into a contract to secure textbooks for the district in time for the first day of school next month.

“The three political activists on the school board have yet again proven they are more interested in breaking the law than doing their jobs of educating students — so the state will do their job for them,” Newsom said in a statement, reiterating his commitment to fining the district.

Newsom — a national voice against red state policies — was so inspired to take on Temecula conservatives that he has publicly vowed to hold the school district accountable on the basis of a law that does not yet exist...
Laws? What laws?!! We make it up as we go!

Why the U.S. Electric Grid Isn't Ready for the Energy Transition

Right.

And California is banning gasoline-powered, internal-combustion engines by 2035.

We won't be ready.

At the New York Times, "To start with, there is no single U.S. electric grid":

The U.S. electric grid is often described as a vast, synchronized machine — a network of wires carrying electricity from power plants across the country into our homes.

But, in reality, there is no single U.S. grid. There are three — one in the West, one in the East and one in Texas — that only connect at a few points and share little power between them.

Those grids are further divided into a patchwork of operators with competing interests. That makes it hard to build the long-distance power lines needed to transport wind and solar nationwide.

America’s fragmented electric grid, which was largely built to accommodate coal and gas plants, is becoming a major obstacle to efforts to fight climate change. Tapping into the nation’s vast supplies of wind and solar energy would be one of the cheapest ways to cut the emissions that are dangerously heating the planet, studies have found. That would mean building thousands of wind turbines across the gusty Great Plains and acres of solar arrays across the South, creating clean, low-cost electricity to power homes, vehicles and factories.

But many spots with the best sun and wind are far from cities and the existing grid. To make the plan work, the nation would need thousands of miles of new high-voltage transmission lines — large power lines that would span multiple grid regions.

To understand the scale of what’s needed, compare today’s renewable energy and transmission system to one estimate of what it would take to reach the Biden administration’s goal of 100 percent clean electricity generation by 2035. Transmission capacity would need to more than double in just over a decade....

There are enormous challenges to building that much transmission, including convoluted permitting processes and potential opposition from local communities. But the problems start with planning — or rather, a lack of planning.

There is no single entity in charge of organizing the grid, the way the federal government oversaw the development of the Interstate Highway System in the 1950s and ‘60s. The electric system was cobbled together over a century by thousands of independent utilities building smaller-scale grids to carry power from large coal, nuclear or gas plants to nearby customers.

By contrast, the kinds of longer-distance transmission lines that would transport wind and solar from remote rural areas often require the approval of multiple regional authorities, who often disagree over whether the lines are needed or who should pay for them.

“It’s very different from how we do other types of national infrastructure,” said Michael Goggin, vice president at Grid Strategies, a consulting group. “Highways, gas, pipelines — all that is paid for and permitted at the federal level primarily.”

In recent decades, the country has hardly built any major high-voltage power lines that connect different grid regions. While utilities and grid operators now spend roughly $25 billion per year on transmission, much of that consists of local upgrades instead of long-distance lines that could import cheaper, cleaner power from farther away.

“Utilities plan for local needs and build lines without thinking of the bigger picture,” said Christy Walsh, an attorney at the Natural Resources Defense Council.

Study after study has found that broader grid upgrades would be hugely beneficial. A recent draft analysis by the Department of Energy found “a pressing need for additional electric transmission” — especially between different regions.

The California Exodus

Was just discussing this in my American government classes this morning. 

At the Los Angeles Times, "California’s population dropped by 500,000 in two years as exodus continues":

The California exodus has shown no sign of slowing down as the state’s population dropped by more than 500,000 people between April 2020 and July 2022, with the number of residents leaving surpassing those moving in by nearly 700,000.

The population decrease was second only to New York, which lost about 15,000 more people than California, census data show.

California has been seeing a decline in population for years, with the COVID-19 pandemic pushing even more people to move to other parts of the country, experts say. The primary reason for the exodus is the state’s high housing costs, but other reasons include the long commutes and the crowds, crime and pollution in the larger urban centers. The increased ability to work remotely — and not having to live near a big city — has also been a factor.

The rate of the exodus may now be slowing as the pandemic’s effects ease, but some experts say it could be a few years before the Golden State starts to record the kind of population growth it has seen in the past.

The census data point to those states that have seen population gains even as California’s has shrunk.

Net migration out of California surpassed that of the next highest state, New York, by about 143,000 people. Nearby states such as Utah have sought to discourage Californians from moving there. A similar story is playing out in Nevada, where California migrants are seeking to re-create their lifestyle.

California gained about 157,000 more people from natural change — the difference in number between births and deaths — than New York did, making New York’s total population loss greater.

During the final year of the two-year span, from July 2021 to July 2022, California lost about 211,000 people, according to data from the state Department of Finance. More than half — 113,048 — were from Los Angeles County, the most populous of California’s 58 counties...

Women and Trans Students Fear Harassment and Hate at California State University’s Maritime Academy

If true, it's wrong. Very wrong. Because it feeds into stupid leftist memes that degenerate trans people are the greatest victims of hate crimes in the history of the world. 

Just leave people the fuck alone. If you don't like them, fight their agenda through the political process. Sheesh.

MORROW COVE, Calif. — The outrage and frustration had been building for years at California State University’s Maritime Academy, an elite training ground for students bound for work on the sea. It reached a peak last year, when student cadets publicly confronted the school’s president, a retired rear admiral.

Dozens of cadets gathered on the Quad that day to protest what they said was widespread sexual misconduct, racism and hostility toward women and transgender and nonbinary students.

One student told President Thomas Cropper that a male classmate sexually harassed her. Another accused administrators of failing to adequately discipline cadets who exchanged messages disparaging trans people as “fags” and comparing them to a castrated dog.

The reckoning in November 2021 exposed what students have long discussed among themselves at the school, one of seven maritime academies in the United States and the only one of its kind on the West Coast.

Long-standing claims of sexual harassment and misconduct, homophobia, transphobia and racism on campus and during training cruises have roiled Cal Maritime and triggered an atmosphere of dread for many students, a Times investigation has found.

One woman told The Times she was raped by a male classmate and dropped out earlier this year to avoid facing her alleged attacker while a campus investigation has dragged on for months.

A cadet discovered their motorcycle tires slashed and the word “dike” carved into the gas tank. Another student said she now carries a knife for protection after a cadet tried to coerce her into having sex.

And a university official who sent out a campus email demanding that the school do more to combat hate and racism found herself the subject of discipline — for unauthorized use of school email.

The accusations at the 800-student campus on San Francisco Bay are yet another crisis for the California State University system, which has been rocked by allegations of sexual misconduct and retaliation, sparking calls for reforms and leading to the resignation of top executives.

Times investigations earlier this year found breakdowns and inconsistencies in the way that campuses in the nation’s largest public four-year university system handle sexual misconduct and retaliation claims.

Until now, Cal Maritime, the smallest and most insular of the CSU campuses, has escaped the public scrutiny that has roiled other schools in the system. One reason is that the school prepares cadets, as they are called, for careers in the maritime industry, and some fear formally reporting misconduct will damage their future job prospects, according to students, faculty and alumni.

Cropper did not respond to requests to be interviewed for this report. Two weeks after Times reporters visited his campus office this fall to seek an interview, he announced that he would step down in August. He said he made the decision in the summer.

Cal Maritime said in statements that top administrators have “strongly and repeatedly denounced” misconduct and contend that they have taken a variety of actions to combat the problems. They said the school improved the complaint reporting process by hiring two consultants, increased campus wide training on sexual harassment and how to report misconduct, hired a full-time advocate for victims, hosted campus forums and opened a community center that serves as a “welcoming place for cadets to gather and study.”

Other university promises have gone unfulfilled...

Yorba Linda Public School District Bans Critical Race Theory. Cal State Fullerton Retaliates by Pulling Teacher-Trainees from the District's Educational Programs

Critical race theory, arghh! It's the cancer of society, gawd.

CSU Fullerton's School of Education is literally punishng the Yorba Linda School District for the crime of its Board of Trustees prohibiting critical theory indoctrination of its students. Just one more salvo in the culture wars, one might say, and a particularly viscous one. 

At the Los Angeles Times, "After O.C. school district bans critical race theory, it faces Cal State Fullerton backlash":

Months after an Orange County school district banned teaching critical race theory, Cal State Fullerton has told school officials it is pausing placement of its student teachers in the system’s K-12 classrooms, citing concerns that district policies conflict with university goals that promote equity and inclusion in education.

Leaders in the university’s College of Education — among the biggest providers of teachers into the county’s public schools — told officials in the Placentia-Yorba Linda Unified School District that they did not believe the district would be able to support its student teachers whose training is rooted in diversity, equity, inclusion, social justice and tenets of critical race theory, according to a statement from the college.

“Clinical practicums, fieldwork and student teaching are major components of effective teacher preparation,” Lisa Kirtman, dean of the College of Education, said in the statement. “It is critical that we place teacher candidates in districts that support their growth and development.”

She added that she is open to working with the district to provide learning experiences that value “freedom of thought and expression” for the diverse student population.

Kirtman was not available for comment Tuesday afternoon. In an email, a university spokesperson said “the situation is still unfolding.”

Six student teachers from Cal State Fullerton are working in the Placentia-Yorba Linda district this academic year, down from the 70 or 80 teachers that have typically been placed in the system.

In a message to families, district Supt. Michael Matthews said leaders in CSUF’s College of Education asked the district over the summer about its commitment to “providing a just, equitable and inclusive education” after the district board narrowly approved a measure in April banning the teaching of critical race theory...

So much leftist race-ideology hogwash being rammed down the throats of our kids. The School of Education's condescension is despicable.

Huge Online Demand Reshapes California Community Colleges

This story is completely accurate. I'm teaching on campus this semester, and whereas I normally have 40 students (the cap) in my Comparative and International Politics courses, neither class cracked 20 students at the start of the fall semester.

I also have a U.S. government class on campus, and it's full, but then, there aren't as many in-person, face-to-face classes scheduled compared to online remote (distance learning). 

The pandemic has indeed changed things.

California's EV Push Hinges on More Power — and Help From Drivers

California aims to add millions of new electric vehicles in the coming years. Charging them without impairing an aging grid will require more power generation and help from EV drivers.

The state’s plan to ban the sale of new gasoline-powered cars and trucks by 2035 means more EVs will be using California’s power supplies to fuel up, adding pressure to the grid.

This summer, the state faced the threat of rolling blackouts during an extended heat wave and asked people to avoid charging and using major appliances during critical hours, raising questions of whether its electrical grid can handle the added demand from charging EVs.

The state’s success depends on a range of factors, which include influencing the behavior of many consumers who are used to accessing gasoline at any time and unaccustomed to thinking about curtailing electricity use outside of weather emergencies.

“Are people going to top off every night? Are people going to wait every few days and then charge up all at once?” asked Dan Bowermaster, senior program manager for electric transportation at EPRI, a nonprofit research group. “There are a lot of questions about customer behavior.”

To help manage the demand on the electrical grid, utilities and auto makers are offering incentives for owners to charge up at certain times and in different ways. Charging usually takes place at home over several hours, with similar kinds of chargers available at places like offices where people are parked for long periods.

Ultimately, vehicle-to-grid technology that can use EV batteries to back up power to homes or send electricity back to the grid will be adopted, analysts say.

In California, managing the stresses on the grid is important because of the expected demand added by charging. The state’s energy commission estimates that in 2030, California will have 5.4 million passenger EVs and 193,000 medium- and heavy-duty EVs, resulting in charging approaching 5% of the electric load during peak hours from less than 1% currently.

California’s strategy includes adding renewable energy supplies and limiting power demand, such as asking people not to charge EVs during critical hours, as it did this month amid the heat wave, said Liane Randolph, chair of the California Air Resources Board, the agency that sets air quality and vehicle emissions standards.

Ms. Randolph said EV charging isn’t going to break the grid because consumers can control when they charge and avoid busier times. “The reality is the grid is only stressed in a limited period, a few hours in the early evening on certain types of days. Most of the time it’s fine.”

A Stanford University study published Thursday found daytime public or workplace EV charging, instead of the more common at-home charging, would be the least stressful for the grid in Western states. With current electricity rate designs, the study also found the grid could face problems late at night—when EV drivers typically charge in home garages—because too many cars could start charging at once and create a demand spike.

“If everyone were doing that, it would cause really big problems,” said Siobhan Powell, the study’s lead author.

California is rapidly overhauling its electricity supplies, retiring older fossil fuel plants and adding more renewable resources such as solar, wind and battery projects, but the addition of new power isn’t coming fast enough to avoid potential problems.

Heat waves, drought and the slow pace to site and permit projects have made setting a target to decarbonize the power grid challenging. A crunchtime arrives on hot evenings when the West’s abundant solar power drops but demand for air conditioning remains high. California lawmakers voted in August to keep the state’s last nuclear plant online in a bid to ease anticipated electricity supply shortages.

“There’s some energy challenges in how we’re bringing on new resources to meet this new growth of electricity demand,” said John Moura, director of reliability assessment and performance analysis at the North American Electric Reliability Corp., a nonprofit that develops standards for utilities and power producers.

Mr. Moura said at-home charging sessions draw about the power of 2.5 air conditioners. He doesn’t expect the increased demand to create a problem with delivering reliable power to homes and businesses, mainly because utilities will manage the connection of new EV chargers. If they had to, utilities would delay charger connections until they could make grid reliability improvements to provide more power. It is an outcome to avoid, Mr. Moura said, because it would anger and inconvenience customers who would have EVs as their only new-car option.

“The disaster kind of comes from the rally cries from the public that utilities aren’t connecting their EVs fast enough,” Mr. Moura said. “And now that bumps up against EV mandates. That’s the train-crash scenario.”

EVs won’t arrive all at once, or even by 2035. Cars typically last more than 15 years, which means the fleet turnover in California will take place over many years, analysts say...

 

Pot Legalization Fails in California

Well, it hasn't failed in making weed available at your local dispensary, it's failed to meet up with the claims of Proposition 64 proponents from back in 2016.

An interesting piece, at the Los Angeles Times, "Inside California’s pot legalization failures: Corporate influence, ignored warnings":

SACRAMENTO — Architects of the effort to legalize pot in California made big promises to voters.

But six years later, California’s legal weed industry is in disarray with flawed policies, legal loopholes and stiff regulations hampering longtime growers and sellers. Despite expectations that it would become a model for the rest of the country, the state has instead provided a cautionary tale of lofty intentions and unkept promises.

Compromises made to win political support for Proposition 64, the 2016 initiative to legalize cannabis, along with decisions made after it was approved by voters that year, unleashed a litany of problems that have undermined the state-sanctioned market.

At the root of the failure: an array of ambitious, sometimes conflicting goals.

California officials vowed to help small farmers thrive but also depended on the support of big cannabis operators backed by venture capital funding, who helped proponents of Proposition 64 raise $25 million and won a key concession after its approval. The result was a licensed recreational cannabis system that benefited large companies over smaller growers who are now being squeezed out of the market.

The state set out to simultaneously cripple illegal operators and reduce marijuana-related criminal penalties to address racial injustices imposed by the long-running “war on drugs.” Far from reducing illegal weed, those efforts instead allowed the black market to flourish after legalization with the help of organized crime operations that run massive unlicensed farms and storefront dispensaries in plain view, bringing crime and terrorizing nearby residents. And those raided by police are often up and running again within weeks or days.

While making legal pot available across the state, officials created regulatory loopholes that allowed large swaths of California to ban marijuana sales. Though voters approved legalization, cities and counties have been skittish: Most rejected allowing cannabis businesses in their jurisdictions, resulting in only a fraction of the predicted number of licensed dispensaries operating.

A glut of cannabis produced by licensed and unlicensed farmers has driven down what small farmers can get for their crops, resulting in many facing financial ruin. Licensed businesses complain of stifling taxes and high overhead costs.

Many of the serious problems the state now faces were predicted seven years ago by a blue ribbon commission chaired by Gavin Newsom, then California’s lieutenant governor.

The commission urged restraint on taxing the legal market and limits on licensing to prevent big corporate interests from dominating the industry. The panel, which included law enforcement and civil liberties activists, also recommended robust enforcement, particularly against large illegal growing operations.

This is the story of how the promise of Proposition 64 went so wrong, and how the state’s grand vision proved so elusive...

Californians Survive the Heatwave --- Barely

I was beginning to wonder when it was going to cool down. Phew, that was one hella heatwave. And Californians dodged a bullet, it turns out.

At the Los Angeles Times, "California averts widespread rolling blackouts as energy demands ease amid heat wave":

For nearly three hours Tuesday night, California officials warned of imminent rolling blackouts as the state’s electrical grid struggled to keep up with surging demand during a punishing heat wave.

The Golden State avoided widespread outages, though three Northern California cities experienced brief losses of power.

At 8 p.m., the California Independent System Operator downgraded its level 3 alert, the final step before calling for rolling blackouts, saying that “consumer conservation played a big part in protecting electric grid reliability.”

There were “no load sheds for the night,” the grid operator said; however, Alameda, Palo Alto and Healdsburg officials said they implemented short “rotating outages.”

In Alameda, municipal utility officials said at 6:20 p.m. that rotating outages were beginning. Power would be shut off to two circuits for one hour, according to Alameda Municipal Power.

Just before 7:30 p.m., utility officials in the Bay Area city said the second hour of power interruptions had been called off.

“No more rotating outages for tonight,” the utility said in a tweet. “Crews are working to get power restored to all customers shut off in the initial hour of outages.”

City officials in Healdsburg confirmed outages around 6:30 p.m.

“As directed by CAISO, rolling power outages to begin,” according to a Facebook post by the Sonoma County city.

Outages lasting about an hour per zone would cycle through each block until the energy shortage is over, the city officials said.

“Due to lower system loads, the need for rotating outages has ended,” city officials said at 8:10 p.m.

Palo Alto officials said around 7 p.m. that they had been cleared to restore power to about 1,700 customers after outages to meet Cal ISO’s “load-shedding requirements.” “We did not order rotating outages,” Anne Gonzales, an ISO spokesperson, said in an email to The Times on Tuesday night. “We held at [Energy Emergency Alert] 3 with no load shed, and [the alert] ended at 8 p.m.”

Gonzales did not respond to several requests for clarification by phone.

Shortly after 7 p.m., Cal ISO noted that peak grid demand had hit 52,061 megawatts, “a new all-time record.”

The alert did not affect Los Angeles Department of Water and Power customers, as the utility operates its own grid and is separate from Cal ISO.

“We’re not suspecting any blackouts due to energy shortages and are not a part of any rolling blackouts [Cal ISO] has planned,” said Mia Rose Wong, a spokesperson for the municipal utility.

The DWP forecast Tuesday’s demand to be elevated but not enough to surpass available electrical generation and reserve capacity, Wong said.

Nevertheless, the utility advised its customers to conserve power and follow the state grid regulator’s guidance, including setting thermostats to at least 78 degrees and not using large appliances.

In addition to urging its customers to reduce energy use, the DWP makes excess power available to Cal ISO when available, Wong said, though it was not clear whether there was any excess power Tuesday night.

The heat wave is now expected to last through Friday, but the worst of it could be over for the southern half of the state — even as temperatures remain dangerously high.

For much of Northern California, the heat was expected to peak Tuesday, but temperatures are predicted to remain well above average through the week, according to the National Weather Service.

By late Tuesday afternoon, the weather service confirmed that downtown Sacramento had set an all-time temperature record. A preliminary high of 115 degrees broke the previous record of 114 set on July 17, 1925, meteorologists said. About an hour later, officials reported that the temperature had topped out at 116.

The state capital has seen a barrage of extremes over the last year, Daniel Swain, a climate scientist at UCLA and California climate fellow at the Nature Conservancy, said in a tweet Tuesday evening.

“First its longest dry spell on record, which ended with wettest day on record, followed by driest start to a calendar year on record, now followed by its hottest day on record,” Swain wrote.

In Hanford, the weather service office stated that as of 3 p.m., “all major weather reporting airports in the San Joaquin Valley have set daily record temperatures.”

Four cities in the Bay Area broke maximum temperature records tallied on any day of the year, according to the weather service.

San Jose’s temperature of 109 Tuesday beat the previous all-time high of 108, set Sept. 1, 2017.

Santa Rosa’s high of 115 broke the high of 113 set in 1913; Napa’s 114 broke the record of 113 set in 1961; and King City in Monterey County hit 116, breaking the record of 115 set in 2017.

Redwood City in San Mateo County hit 110, tying the record set in 1972...

Policies Pushing Electric Vehicles Show Why Few People Want One

We constantly hear that electric cars are the future—cleaner, cheaper and better. But if they’re so good, why does California need to ban gasoline-powered cars? Why does the world spend $30 billion a year subsidizing electric ones?

In reality, electric cars are only sometimes and somewhat better than the alternatives, they’re often much costlier, and they aren’t necessarily all that much cleaner. Over its lifetime, an electric car does emit less CO2 than a gasoline car, but the difference can range considerably depending on how the electricity is generated. Making batteries for electric cars also requires a massive amount of energy, mostly from burning coal in China. Add it all up and the International Energy Agency estimates that an electric car emits a little less than half as much CO2 as a gasoline-powered one.

The climate effect of our electric-car efforts in the 2020s will be trivial. If every country achieved its stated ambitious electric-vehicle targets by 2030, the world would save 231 million tons of CO2 emissions. Plugging these savings into the standard United Nations Climate Panel model, that comes to a reduction of 0.0002 degree Fahrenheit by the end of the century.

Electric cars’ impact on air pollution isn’t as straightforward as you might think. The vehicles themselves pollute only slightly less than a gasoline car because their massive batteries and consequent weight leads to more particulate pollution from greater wear on brakes, tires and roads. On top of that, the additional electricity they require can throw up large amounts of air pollution depending on how it’s generated. One recent study found that electric cars put out more of the most dangerous particulate air pollution than gasoline-powered cars in 70% of U.S. states. An American Economic Association study found that rather than lowering air pollution, on average each additional electric car in the U.S. causes additional air-pollution damage worth $1,100 over its lifetime.

The minerals required for those batteries also present an ethical problem, as many are mined in areas with dismal human-rights records. Most cobalt, for instance, is dug out in Congo, where child labor is not uncommon, specifically in mining. There are security risks too, given that mineral processing is concentrated in China.

Increased demand for already-prized minerals is likely to drive up the price of electric cars significantly. The International Energy Agency projects that if electric cars became as prevalent as they would have to be for the world to reach net zero by 2050, the annual total demand for lithium for automobile batteries alone that year would be almost 28 times as much as current annual global lithium production. The material prices for batteries this year are more than three times what they were in 2021, and electricity isn’t getting cheaper either.

Even if rising costs weren’t an issue, electric cars wouldn’t be much of a bargain. Proponents argue that though they’re more expensive to purchase, electric cars are cheaper to drive. But a new report from a U.S. Energy Department laboratory found that even in 2025 the agency’s default electric car’s total lifetime cost will be 9% higher than a gasoline car’s, and the study relied on the very generous assumption that electric cars are driven as much as regular ones. In reality, electric cars are driven less than half as much, which means they’re much costlier per mile....

Electric vehicles will take over the market only if innovation makes them actually better and cheaper than gasoline-powered cars. Politicians are spending hundreds of billions of dollars and keeping consumers from the cars they want for virtually no climate benefit.
